The Tierra team collaborated with ESource to help SaskPower to develop and implement a cohesive yet flexible Distributed Energy Resource strategy—and accompanying tactics—that enables SaskPower to defend against, leverage, and integrate customer-driven DER technologies into the province’s differentiated energy sectors via utility communications, rates, and operations for the next five years. The work effort included DER market research, technology analysis of 20 DER technologies, SWOT analysis, DER strategy development, DER roadmap and implementation planning, and coordination of internal stakeholders via live meetings, phone and email to solicit and integrate input from resource planning, transmission and distribution, operations, customers and programs, IT and security, rates, corporate and customer relations.

Working in conjunction with key SaskPower contributors, the Tierra team determined that the effort needed to focus on several key areas: customer programs, operations, customer communication, and utility business practices. With these in mind, the team then developed a seven part DER strategy custom fit to SaskPower’s needs. The ultimate strategy focused on evolving existing DSM programs, launching DER pilots and demonstrations, offering solar, and promoting electric vehicles and beneficial electrification, creating alternative advanced rates, launching and integrated DER communication campaign and serving key customer constituencies, including those in rural and northern areas. These seven strategic elements spanned multiple internal departments and required coordination and executive sponsorship for successful implementation.
